The slaughter at Bentiu on April 15 – 16 may well be, as Toby Lanzer has declared, a “game-changer.” The use of “hate radio,” encouraging the killing and rape of Dinkas (and Darfuris), is too ominous an echo of Rwanda.  It is doubtful rebel forces have command-and-control adequate to prevent future such atrocities.

The fighting and violence in South Sudan has exploded with shocking speed; and yet it continues to accelerate, with no sign the international community is prepared to protect large civilians populations acutely at risk or to ensure humanitarian relief is adequate.
