1-Prof. Ibrahim Ghandur:
Greetings to you and welcome to this meeting, that will discuss many issues including a briefing about Addis Ababa last round of talks on the two areas of South Kordofan and Blue Nile , the preparations for the next round of negotiations, the National dialogue, the NCP basic units conferences, preparations for the elections and the position of the opposition and pro-NCP political parties in regards to above issues.
The Negotiations:
You know that we may be invited to the seventh round of peace talks with the SPLM-N. I, would like to know your vision for this round of talks, and what do you expect from it? Are too optimistic? Given the fact that we are negotiating with anti-Sudan countries using the SPLM-N to negotiate on their behalf in order to achieve their agenda.
You know that the position of the government delegation from the beginning of the talks was clear, intended to achieve peace through dialogue, because we believe that dialogue is the only to peace and not through the barrel of the gun, including the achievement of political agenda. This is why we see the government position from the beginning was based on two requirements. First, Comprehensive cease-fire agreement and relief to the needy according to the tripartite agreement signed by the two parties in Aug. 2012, then we go for immediate political and security arrangements to end the conflict. But the problem is the SPLM-n who wants to separate the issues by talking about humanitarian issue only. That way, they want to get rid of the tripartite agreement and calls for cross-border relief assistance through NGOs unknown or agreed to by the government, which is not acceptable to us or to anybody else. This is an attempt to repeat the former Operation Life-line Sudan (OLS) experience. It was a tested Scenario that led to the prolonging of the war and suffering that all Sudanese still remember uo to date. Accordingly, we discovered from the beginning that, the aim was not to humanitarian assistance to the needy people, despite its importance, but it was about SPLM-N attempt to avoid any commitment that will lead to the demobilization or integration of their forces into SAF. Again it is an attempt Scenarios of the past, that failed to bring lasting peace. Accordingly, the position of the government is to achieve sustainable peace.
In the sixth round of talks, which continued for ten days 22-30//4/2014 we managed to reach some understanding on the agenda for the first time and it was on the last five hours. We succeeded to adopt the agenda and agreed partially on some points of the framework, but the rebels were insisting to discuss the national issues to the extent that, he (Yasir Arman) instructed the Sudanese component of his delegation to put on certain Sudanese national dresses and costumes within the corridors of the hotel (where the negotiations are taking place) in order to give the impression that his delegation is national and represents the whole Sudan. In spite of that our position as government delegation was very strong, that we are there to discuss the issues of the two areas only. On the basis of the UNSC Resolution no. 2046 and all the AUPSC Resolutions, in addition to the clarification made by the AUHIP and President Mbeke that, their mandate is confined to the two areas only.
Accordingly, we adopted the agenda after a lot of difficulties, and we moved to agree on the framework agreement. We can say that we reached an agreement on a small portion of the nine points of the agenda. There was agreement on two points from the beginning. Those were the committee on political issues and the committee on security issues. Both agreed in accordance of June 28th Agreement, and UNSC Resolution 2046. On the cease-fire the movement talks about cessation of hostilities for humanitarian purposes, renewable from time to time, meanwhile the government position was fixed on comprehensive cease-fire, after which we start direct discussion of the security arrangements, according to time-table that begin with D-Day as they call it to end up with the total dismantling of the SPLA-N forces. They refuse this plan because they want to maintain their forces during the interim period, but the lessons we learned from previous experience in the two areas, which resulted in the raging war today, led us not to accept two armies. This is a basic and important issue to note.
The second is the humanitarian assistance issue. We believe in the immediate implementation of the Tripartite Agreement, signed by the UN, AU and LAS, who cares only about the needy people and how to deliver assistance to them. It was accepted, because considered agreed between the two parties. But the rebellion wanted to absolve itself from the agreement, and replace it with a new one which serves war agenda, instead of humanitarian agenda. The third issue is that they want the Peoples’ Movement to be allowed to operate as a political party. On this we had no objection provided that, they work in accordance with the law. But they don’t like this word “ in accordance with the law” They insist to be recognized without condition or being asked to abide by the law, that commit them to not to keep armed forces.
In case that, we signed the framework agreement with statement in it , that allows them to operate as a political party, it means that on the day of signature, they secure the right to operate as a party meanwhile their forces are free to fight in the field. Hence, when we say “in accordance to the law”, it means we must get rid of their military wing, before they are allowed to operate as a party. That means they have to meet the conditions required for them to operate as a party. That means no militias. No war against the state, as came in the political parties registration Act, to enable them operate as a full political party.
The fourth point is the National Dialogue. We meant by this to give a chance to the SPLM-N to participate in the dialogue, in case it has not succeeded to reach a peace agreement, according to the invitation extended to them by the President of the Republic on April 6th. But they put conditions if they are to participate. Those conditions are almost a copy of the conditions laid by some political parties inside the country. They talk about the release of political detainees meanwhile they know that , the detainees were released. They talk about freedoms and they know…they also talk about the necessity to agree on a transitional government, even before they participate in the dialogue. To me I, don’t understand what will be the meaning of the dialogue if we already agreed to form a transitional government? These are pre- conditions; meanwhile we are trying to agree on how we can enable them to participate in the dialogue. After we agree on how they can participate in the dialogue, then any national issues can be discussed from within between us as full political forces or as Sudanese society. Another thing is that the SPLM-N are interested in bilateral partnership with us , while we talk about comprehensive partnership, that will comprise all the Sudanese people. So we are not ready to go for bilateral partnership with the SPLM-N anymore. Our past experience of Naivasha partnership with them is enough. We don’t need such partnership again. Instead today we have 74 political parties who are loyal to us and we have partnerships with them, so we cannot replace these partnerships with others. It is irreplaceable.
The mild pressure put by the Region (AUHIP, AUPSC and the AU) contributed to generate this partial agreement. If this Regional commitment continued, and we added some political effort internally, plus the great role played by the armed forces (SAF), we may probably reach an agreement. But we must put in mind that, there are contrary and adverse agenda to this trend of ours, these are internal and external allies of the SPLM-n who prevent them from engagement in the dialogue in order to reach peace. The SRF and its military agenda on one side and the other Regional and International forces who do not want SPLM-N forces to be dismantled, so they prevent SPLM-N from signing any peace agreement.
The only hope is an honest pressure from the African Regional forces for peace to come. Otherwise the pressure is to be exerted by SAF and the other security forces in order to expel the rebellion completealy from the Two Areas , will be the one to bring lasting peace.
On the other side there are internal political forces that we all know about them, who launched a criticism campaign timed-up with the sixth round of peace talks accusing the government with lack of seriousness in the peace negotiations, because the government has escalated the war against the rebellion during the talks. These forces forgot that, during the last war in South Sudan, the position of GOS was that, let the war be stopped for the peace talks to succeed, but on the contrary that time the position of the International community and the mother SPLM was “ fight and negotiate”. Today there is an example that during the third round of talks, the SRF entered Um- Ruwaba and Abu- Karshola on 27/4/2013 killing and looting. It has continued to do this throughout the peace talks rounds i.e. they were fighting and negotiating, why not SAF? Accordingly, we said once we reach a comprehensive cease-fire, the war will stop and the dialogue for peace will continue .Since we fail to agree on that up to now, nobody has the authority to ask us to stop the war. Despite our desire and belief in the importance of ceasing-fire and stoppage of the war. We know that, those who pay the price of the continuation of the war are not the rebels who are living in five star hotels, rich and run profitable business, but it is the citizens and the state.
Many people mix between the framework agreement we are expecting to reach and Nafi /Agar June 28th one, but the difference is big between the two. Nafi /Agar is composed of two parts: the first one was talking about partnership between the SPLM-N and the NCP. But when we adopted Nafi/Agar in accordance with the UNSC Resolution 2046 we told the mediators that, we don’t accept the partnership mentioned in it, because our delegation represent GOS and not the NCP. So the place to discuss partnership between us as two political parties is inside Sudan and not in Addis Ababa, if they accept, and the mediators understood our point. This point is important because it is connected to the other principles and references like the political work and the security arrangements mentioned in the UNSC Resolution 2046 and the other three resolutions framed by the mediators known as Feb- 18th 2013.
The negotiating team in the last round of talks that succeeded to reach a framework agreement was composed of 1+5 . The government team was representing six political parties. Ibrahim Ghandur was representing the government and the NCP. Mr. Lt. Gen. Daniel Kodi is a chairman of a party, Minister Mr. Sirajadiin Ali Hamid is a chairman of a party from Blue Nile, Mr. Muniir Shekhadiin is a chairman of a party, Brother / Bushara Juma is a political Affairs secretary of the Justice Party- Original, and Mr. Bako Talli is the chairman of Sudan National Party –United.
We briefed our allies in the other political parties who share with us the same program on the going peace talks. The opinion expressed by them is that we confine the negotiations to the two areas only. We should not recognize the SR. That, Darfur Movements are to go to Doha Forum and Um-Jaras. In addition to the necessity to separate South Kordofan case from the case of Blue Nile.
Regarding the National Dialogue, tens of meetings were held with the political forces. It is the first time for the political forces to meet the President of the Republic face to face and discuss to discuss national issues. Political parties that did not get such an opportunity for a long period to discuss issues in detail. While each party was given the chance to meet the President alone. The aim was to guarantee their loyalty and they remain divided and far from each other. That is one of the methodologies adopted in order to protect the dialogue and to keep it under control. April 6th. ( the round table meeting) was an important step that led to and resulted in political open-up. Also political freedoms granted, this is why you see today parties holding political symposiums everywhere. I, hope we maintain that spirit and relations as political parties responsibly and use it as for logical dialogue and constructive criticism of `policies, giving the alternatives instead of insults and negative criticism, that cannot build or advance a country or benefit any party. This is why April sixth was an important meeting attended by 83 political parties, where they agreed to form a 50%-50% mechanism from the government parties and the opposition. Some suggested 7+7 members from each side, while others suggested 10+10. Whatever number agreed upon is not the matter. What matters is that, the government and its affiliated parties who met immediately after the agreement and named their representatives to the dialogue mechanism constitute a majority in comparison to the movement (SPLM-N) and its allies. The NCF held seven meetings and they could not agree to name their representatives. We hope they agree and name their representatives, because this committee is the one to sit in order to decide the time and venue plus the agenda of the dialogue, and how the decisions are taken. I’m talking about the NCF political parties who attended the round table meeting only to agree and name their representatives in order for the dialogue to kik off. Regarding the other political parties who rejected the dialogue initiative, it is definite that, they work to halt the dialogue process. Currently the dialogue is suffering from a set- back due to the withdrawal of Umma party, followed by Ghazi Salah plus the memorandum of understanding signed by the Communist party and Umma. All that, happened after the arrest of Sadig Al-Mahdi. Still the political parties who are loyal to us are many. Mr. Mbeke came and we made him to understand our vision. We asked Mbeke to attend a meeting showed how much majority we are enjoying within the political parties and the civil society organizations under the chairmanship of Dr. Muhyidiin Al-Jime-aabi.
Those interested to join the dialogue are welcome, because the President said on January 27th. That it “ Sudanese to Sudanese dialogue” . It is for all the People. Also we have to agree on the right of other forces (Civil society forces, youth, women, community leaders, trade unions, students etc..etc..) to participate in the dialogue.It is a national dialogue and not a monopoly to the NCP and its’ affiliated political parties.
Our wish is that all the forces participate, but we know that from practical point of view, it is impossible to have everyone on board, because people differ even on prophets who were sent from heaven. Still we hope that, people realize the importance of common and national interests rather than narrow mindedness that concentrate on partisan agenda and political maneuver. Accordingly, this government which is elected through universal suffrage in 2010 and mandated by the majority of the Sudanese people is now extending the invitation to the opposition whether political or armed to dialogue on national issues with the aim to reach a consensus on a system and values to be enshrined in the constitution for the purpose of building our country while we are united. We can only differ on the ways and means of the implementation of the agreed objectives. This is where the people has to choose the best program and the party they think can achieve the goal they are aspiring for.
On the other side the elections is a constitutional right. It is the responsibility of the National Election Commission. It is making the arrangements for holding the elections as scheduled. In preparation for the elections we in the NCP held more than ten thousand basic unit conferences. Our membership is 8 million and we shall convene the national conference next October to select our nominee for the presidency, gubernatorial offices and the legislative councils. You have to know that the justice secretariat had already amended the electoral law and we directed the national assembly to pass the amendments into law. There are 78 political parties who will contest in these elections with us. We will not tie the national dialogue with the elections, because we are mandated on one side and the elections is a right that can not be postponed, meanwhile the dialogue can continue in all its aspects.
The national dialogue initiative is unprecedented were commended by international and regional communities. The UN. In its’ Resolution 2046, and the AUPSC. In its’ Resolution issued on March 10TH .showed readiness of the AUHIP under President Mbeke to attend as a witness and facilitate this dialogue. We want this dialogue to succeed and to achieve national consensus, become a model to be copied as an example to solve the problems in the other African counties. This is because more than 50% of the African counties are suffering from either civil wars or external war with a neighbor.
There are Political Parties putting conditions in order to participate in the dialogue. For example we must stop the war first in order to start the dialogue ‘ but we told them that we are a State and it is our right to protect our country from foreign intervention .
We told them that if they are genuine let them ask their allies in the SRF to immediately stop the war. We just want a comprehensive cease fire on one side.
Regarding relief for the needy we are ready for immediate implementation of the tripartite agreement. which was signed by the two parties.
Let them convince their allies with that.
The rebels are not interested in a solution for the problem of the two areas.
They want to divide Sudan by demanding a constitutional status for the two areas.’ In addition to that they insist that we negotiate with the SRF or the armed movement.
I, mentioned to you the committees that are supposed to be formed;
- Political committee
- Security Arrangements committee
- Humanitarian issues committee.
- National dialogue committee.
Regarding the political and the security arrangements committees’ reference is the UNSC. Resolution 2046 which adopted Nafi/Agar frame-work agreement. We accepted them as a resolution but not as a result of a new agreement or negotiation with the SPLM-N. In regard to the humanitarian committee ‘ the most important in it is the comprehensive cease- fire and not partial provided that ‘ they expel the Darfurian movements forces from the two areas in order that we guarantee the implementation of the agreement.
Also we are not ready to negotiate with the so called SRF let them go to Doha.
Those interested to participate in the Dialogue have to dismantle their militias first’ the same applies to the Darfurian movements; we will not allow them to participate in the dialogue through Doha. Whatever the case we will not accept to take the dialogue we abroad the national dialogue is from within the country’ those interested have to accept this condition’ but no dialogue in a foreign country.
-we said the Peoples’ Movement {SPLM-N} can register as a party in accordance to the law. I, want to assure you that, no concession was made in taking this decision.
-Our party {NCP} is targeted by internal and external enemies. We must confront them decisively and by the law.
-They targeted and condemned the RSF’ because it has succeeded to reach the strong- holds of the rebellion and defeated them.
-There was a fierce media campaign launched by the local and foreign news- papers against the Islamic movement cadres describing them as corrupt without evidence in an attempt to destroy the Islamic movement using the events taking place in some neighboring countries where the Islamists are facing a big conspiracy’ but I, see that, these people do not understand the realities in Sudan. The fact is that in Sudan all the security forces are owners of the Islamic project and whatever they do’ the Islamists will continue to rule this country.
-We formed production promotion committee to increase the revenues in order to finance and strengthen Diplomacy and to improve the performance of the armed forces, police and the security organs.
– Some people think that the dialogue can dismantle the Ingaz {NCP} because there are internal differences within the NCP. What I, see is that all the dissidents who split from the NCP will return to us on individual basis. . We must infiltrate the rank and file of the splinter groups and dismantle them. Also it worth mentioning that, the communication committee met with the movements and succeeded to form South Kordofan peace Council and Blue Nile Development Council. In addition to reaching greater understanding with the sons of the East, and we decided the necessity to maintain a presence among them. In this area I, leave the rest of points to Brother Bakri, because he is the supervisor of the Movements’ affairs Dosseir.
-in regards to the international pressures I; met all the envoys. I, discovered that, their aim is to make a break-through by a weak agreement that will guarantee the presence of their agents {rebels} within us. The Americans’ envoy told me that if we tackle the problem of Darfur movements we will be able to agree with the {SPLM-N}. He wanted to sell a lie to me. but I’ told him that for Darfur movements we have Doha forum, and we have Addis Ababa for the two areas only. On the other- side, Yasir Arman and Jagood criticized Daniel Kodi telling him that, when we joined the SPLM/A in the 1980s our project was to liberate the whole Sudan. Daniel replied that was at the time of Garang and there was no intention to separate South Sudan. But we discovered that the movement deceived us and killed our sons for nonsense and the new Sudan project was a big lie, and it is the Nuba and the Funj who paid the price. So we will not repeat the mistake of the past. The leadership of the movement is the one to bear the responsibility of the killings, and the displacement taking place today in the two areas . Daniel opinion is that no relation between Darfur case and the two areas case. This is why I, was keen to represent the sons of the two areas in the meetings so that they confront SPLM members.
- 1st. Lt.-Gen. Bakri :
The proliferation of the armed movements in Darfur, South Kordofan and Blue Nile constituted a real threat to the Sudan national security. Is a continuous threat, especially after their decision to unite under the SRF. When you look at these movements you will find that, they are divided ideologically, ethnically and militarily; but they agree politically only. Hence, for sure they will not be able to achieve their agenda. Still they remain a source of threat to the national security. Given the fact that; they are supported by some countries hostile to Sudan- So in order to maintain the security of the state and the gains achieved so far are about a cluster of policies and measures to taken against our enemies whether internally or externally. Recently the concept of the national security became wider to comprise issues not necessarily of military or security nature. Meanwhile the national security is a basic requirement for the survival of the state through the use of the economic, military and political strengths, in addition to proper diplomacy, provided that concentration should be on the building of the military force which is better in our case to guarantee the maintenance of the state security
-The national security means that we must own the strategic elements of power or part of them, that enable the state to have the power to dictate and impose its will in order to achieve its strategic national interest, aside from the ability to protect those interests through military power and the use of various styles of tactics in the offensive plus diversification of weapons in order to limit the mobility of the SPLM-N and the other armed movements .
-we sat after the arrival of the SRF faces to Um-Ruwaba to evaluate the situation direct threat to the center of power. We found that it was due to lack of man power because the youth were not interested to enlist in the army in addition to another mistake, that we were over- looking the armed movements that they don’t have the capacity to surprise us on the other side.
-After the evaluation we decided to shift to a new style to fight the SRF by training 200’000 SRF’ provided that they came from the same areas and the people of the SRF people who know the nature of the terrain plus general mobilization of the PDF and the Mujahidin supply enough quantities of weapons in addition to the use of our relations with many Islamic organizations ‘ Qatar and Iran who contributed and still contributing in the support to enable us devolve our military industry, which resulted in the big victory achieved by our forces against the rebels on and air, to the extent, that the UNSC. Took a decision to condemn the RSF. We know that, it was all planned to foil our campaign to crush the rebellion, but all their endeavors fail and we succeeded to get the President approval to the elevation of the RSF and the NISS defense corporation to fighting forces to confront internal enemies from the political parties plus the crushing of the armed movements and the role to secure the coming elections. It is also part of the preparation for the probable transformation in the Region, because most of the neighboring adopted anti-Islamic movement project, and hostility against the Islamic movement.
In regards to Libya situation, the victory of Gen. Hafter means threat to us, but let us hope that, the Islamists win. For Egypt our position is strong in regards to many files still in our hands. About South Sudan it is collapsing and the war will continue there. We created the alternative and dismissed the oil of the South from annual budget of the State. Regarding the crisis in Central African Republic, we are the ones holding all its strings. We said there are three options in the National Dialogue is either boycotted by all the opposition and we consider it a failure because the government will not dialogue with its’ affiliated parties. Second, a considerable number of parties participated, and we continue the process of dialogue as majority. The third option that, we wish and work for is to see all the opposition agree to dialogue and come without pre-condition. For that purpose we started with consultative meeting in order that, both parties go directly to the dialogue before we achieve the consensus around the dialogue. I, met the parties twice and met many of their demands they asked me to intervene and release Sadig Al-Mahdi. After we asked the parties who agreed to dialogue to take the responsibility of talking with the other opposition forces who rejected the dialogue including the armed movements, because they are closer to them. After four months from the beginning of the dialogue it has become clear that, those opposition parties who rejected the dialogue are still maintaining their position. Every time they put more conditions starting from the stoppage of the war, basic freedoms, transitional government and release of political detainees to the cancelling of the courts sentences against the leaders of the SPLM-N, while they were condemned for violating individual rights, declared war against the State and calling for regime change plus the dismantling of the State, to the interest of the enemies of the Sudan. The President told them to put down their guns nd they will be allowed to participate in the dialogue. It became clear that, the dialogue is used to exert pressure on us to give concessions as if we are defeated. When we sensed that, an attempt was made for the unification of the negotiation forums with the armed movements, we sat with Brother and Bahar Idris Abu-Garda and asked them to consult with Mohammed Ibn Shambas in order to convene the Darfuri- Darfuri conference, provided that, we will be among the attendees. The conference held and the recommendations ofthe popular initiative of the people of Darfur was submitted to us in the presence of Mohammed Ibn Shambas, and we managed to visit areas attacked and controlled by the movements. This conference was supportive to Um-Jaras, and destroyed any attempt for the unification of the negotiation forums ( Doha/Addis Ababa). That document was submitted to us by Sultan/ Saad Bahar-al-Ddiin which was a practical message and a strong blow to our internal enemies. Accordingly, we are preparing ourselves from now to confront the probability of the internal dialogue and Addis Ababa talks and are going to peace from within. So, we must strengthen our affiliated political parties on one side and unify communication channels and language with those interested to defect the SPLM-N and join us from the two areas here, I, would like to attract your attention to the fact that, there are leaders from the rebels who prefer to deal with the politicians instead of security organs. For example you have Abdal-Bagi Garfa was contacting Al-Tayib Hasan Badawi and it was Al-Tayib who told us about the interest of Garfa to return and join. Then after that we connected Garfa with the security organs. Accordingly, any politician who has contact with the rebels, let him inform the political secretariat of the NCP in order to deal with that piece of information quickly. We have to involve the strong cadres of our affiliated political parties in the security, military and political files by representing two of them in each committee with the popular security, M.i, and the political Secretariat or we leave each party to do the contact on its own, with concentration on the parties that, did split from the SPLM and the Darfurian movements to enable us destroy them and expel the rebellion out of the Sudanese land. This because our military campaign in the coming dry season will be stronger in order to get rid of them completely.
- Maj. Gen. Tajasir Abdal-Rahman – Commissioner of the Security Arrangement in the Transitional Authority ( Darfur):
The forces of the movements who joined us are not fit for military service because they do not meet SAF requirements for enlisting, and absorption. Still we are going to use them against the rebellion, because they know the rebellion style of fighting. We are going to deploy them and disperse them far from each other in different units so that, they do not stay together and become a force. We are going to create differences between them and their political leadership. Also we will change their military doctrine.
- Dr. Mustafa Osman- The NCP political Secretary:
My own reading is that, the dialogue will not produce any result, because the understanding of the parties, International Community and the armed movements, that the President call for dialogue came out of weakness and avoidance of internal differences within the NCP. This is why they raised the ceiling of their demands, which was clearly seen in the last negotiations with the SRF both internally and externally politicians said it is an opportunity for us to dismantle the Ingaz(NCP), meanwhile that was not our aim. We wanted the dialogue to help us with a vision on how to tackle the problems facing Sudan and enable us to write down a constitution and we hold to 2015 elections. This why the launched a campaign depicting the National Islamic Movement with corruption including the President. My view is that, we should work to hold the election on time and we should work to infiltrate and dismantle the political parties opposing us and endeavor to dismantle the SPLM-N and cover all its offices abroad. This is because the dismantling of the SPLM-N means the dismantling of the SRF. We should start now and allocate all the required money to aachieve that. And the security organs should submit their reports regarding their infiltration, dismantling and discouragement on daily basis, psycologial war and pressure on the political parties who rejected the dialogue. Let us disperse their workin the universities and criminalize every one who deal with the rebellion and the committee in charge of communicatin with the movements should determine whether they are interested in peace and ready to to abandon the SRF and the two articles in the framework- agreement, or not? We should push the SPLM-N to expel the other movements from the two areas if they want to have relief. The government is not concerned about Darfur movements, they are the one who brought Darfur movements. Let them expel them and it is possible to create differences between them in order to fight each other, which will weaken them and we make them lose the International sympathy and support. But the creation of differences between them is an important track.
We are belonging to a political party that has a lot of connections that, who thinks he can topple us is somebody who suffer from illusions. Any attempt from who-ever must be crushed. Even our leaders and cadres who make wrong utterances should be subjected to accountability.
The current situation in the Region require militarization of greater numbers and allocation of more finances to develop and advance military industries- strengthen our relations with Iran in all spheres. I, met the new Iranian Ambassador/ Shabiib Juweyjiri and we agreed to hold joint meetings on weekly basis in order to set the priorities.
The RSf is a red-line. Targeting them is a political deed, intended to criminalize the Islamic Movement. Anybody who talk about these forces must face the law, who-ever he may be.
The RSF was successful in dealing with any move taken by the opposition political parties. It has succeeded to crush the September Demonstrations in less than an hour. It has taught the rebellion a lesson also. We say to the NISS increase the recruitment and training until we reach the level to have in each and every town its own RSF.
- 1st. Lt. Gen. Mohammed Atta – Director NISS:
Sudan is facing challenges, intervention and a war imposed on it.Foreign Intelligence are financing the opposition political parties. These parties are beating the drums of war and giving the type of information to these foreign Embassies in order to condemn the regime. They target the dialogue initiative to fail it. This information got from within these parties. We detect and get every word they say and we are able to know the names of those who said it, in addition to condemnation of the RSF and they raised issues of corruption plus the girl who was accused of apostasy. Despite the fact that, the government had nothing to do with the issue of this girl, it is her own relatives who filed the complaint against her. Loose geip and lack of accountability allowed these enemy agents to go too far with the aim to destroy the state to the extent that they reached the degree of threatening the national security. We said the national security comprise all the components of the country internally and abroad. If we control them, then the State will be able to confront all the challenges.
The measures taken to maintain the national security are strong.:
- Continuous coordination between the various security organs. (Popular security, M.I, Internal security, external security, personal security, social security and religious security).
- Coordination with the ministry of foreign Affairs- consulate department as a cover for use of diplomatic activities to distant any threat to our interest.
- Activation of the economic security branch to attract more investment and follow our enemies in order to get to them through business window and transfer of technology.
- Big infiltration to the armed movement’s offices covering 34 countries.
- Concentration on the areas of threat where the opposition senior leaders stay in order to learn about their movements, meetings, the logistical support and the governments that support them plus their real intentions and plans.
- Promotion of the operations department to upgrade it to a fighting force under the management of SAF which contributed to strengthen the SAF.
- Coordination with 80 government satellite political parties.
- Infiltration of all the opposition parties.
- Control, manipulation and recruitment of newspapers internally and abroad.
- Activities within the foreign NGOs.
- Maintain presence within the sports sector.
- Full control over the cell-phones companies and the internet web.
- Maintenance of effective armed forces.
- Implementation of civil defence measures and preparations for emergency situation and ability to alert concerned bodies.
- Use of intelligence organs to discover and avoid spying and protection of classified information..
- Ability to use counter intelligence devices and services and private security for the protection of the country from internal and external threat.
- Dr. Hamid Siddiig -:
I, can summaries all that said in one point, that, there is a conspiracy hatching against Islam and Muslims and the political parties and the armed movements are used to execute it with finances from the Church’s Council in an attempt to convert the Sudanese people to Christianity. The second financers are the Americans, Europeans, Jews and some Arab countries that are enemies to the Islamists plus their fear from the Iranian power expansion. In this context of hostility we took all the measures to hit the enemy whether internal or external in complementary coordination with the Islamic Movement. Nobody else other than us for Sudan (To rule Sudan) and we are ready to mobilize and bring thousands of Mujahidiin from all over the world. Look here no dialogue or negotiations until we divide them (rebels) into small groups. The more we delay and time pass, then suffer and the differences among them will increase. From now we must deal with the political parties using the law only. It is possible that the courts can sentence them to imprisonment without need for the NISS to intervene and detain them. We must open the door for more recruitment to enable us crush the rebellion completely before the election date. Regarding the national dialogue whether started or not we should see the elections take place as schedueled. On the other side we must assist our brothers in the neighbouring countries (Islamists) through un detected means. Some of the racist movements constitute part of three tribes and the majority of those tribes are against the war. We don’t have power sharing with tribes . Such issues and demands should be tackled at the level of their states (Regions) and we demobilize their militias. The issue of corruption and the media should be treated decisively’ because if we allowed the media to talk about it’ then it will discourage the investors from coming to us. The entire membership of the Islamic movement are commanding the role played by the SRF and the victories they achieved against the rebellion in Darfur’ South Kordofan and Blue Nile. And they rebellion must be expelled from the Sudanese territories and creative means are needed to enable our forces enter these caves of the rebels or ways to destroy these caves by air force and these must be through destructive devastating weapons that will force them escape. We don’t want to hear about an armed movement’ Any relief assistance to the needy in those areas must be under our control. I’ suggest that all the organs should prepare themselves to attend to the next phase. I’ mean the elections and other missions after the elections. Have you understood what I’mean.?
7- DR- Kamal Ebed :
I’ agree to what has been said by brother Hamid. We must work to build up a big force to send a message to the political parties internally and the armed movements abroad and their supports. We must hit them and their supporter hard and we should not concede or submit to their demands or pressures. The think the Islamic movement is finished but they don’t know and they depend on information. They don’t know styled way of decision making within the structures of the Islamic movement. They said the president want peace and they can dictate their terms’ during my participation in the peace talks ‘ I discovered that the SPLM-N wants self rule for the two areas with the aim to divide {dismantle} the remaining part of Sudan’ the same way they used and separated South Sudan. The SPLM-N do not represent any body and Darfur movements are composed of two tribes only and their tribes are against the war. But they are using the rebellion as profitable business of these days’ they are roaming Europe. Yasir Arman joined them in Europe and all are begging in the name of the citizens’ delegated them on the other side.
The NCP also are begging in the Embassies these days and they raise problems in order to get something from the Embassies.We should start now to take measures that weaken them’ given the victories achieved by the SRF. We destroy them through the use of the law.
They say the Islamic movement is about to collapse. But they forgot that we ruled before the Arab spring and we will continue to rule after it. We managed to change governments and assisted in change of governments. We cannot be defeated by a group of rebels. These groups deserve nothing other than to be crushed our policies must be based on our interest’ accordingly our relations and alliance with Iran is the strategic one. We must remember that when they ganged against us {the Americans, Zionists, the SPLM and the NDA during 1990s’ no body stood beside us except Iran. They trained our security’ military and political cadres.
Accordingly’ any leader of the NCP who speak against Iran must be dismissed. Iran is ready to fight alongside our forces if need be.
8- LT-GEN {Navy)/ Daliil Aldaw Fadhlalmula:
They Sudanese Navy continued to supply its units with modern electronic armaments equipment and system. It continued in the development of its tactics’ it is observing’ studying’ learning from the experiences and lessons from wars taking place in the various regional areas’ in a way that suit its Navy theatre in the greater middle east {the Persian Gulf, Oman Gulf, Aden Gulf and the Red sea}. At the time the Sudanese Navy considers that the tactics and style of the asymmetrical war is the corner store in its strategy, but beside that we adopts other concepts within our Navy forces including passive defense and the benefit from geographical traits of our marine theatre beside that we care about the maintenance of high morale’ and the slogans of Jihad and martyrdom which may lead to conduct of suicidal operations against the enemy.
-The Navy field units that belong to the army received new missile systems that are locally made in Iran. These systems are fixed by Iranian technicians and currently they are training Sudanese technicians in Khartoum within the frame work of the security cooperation agreement. That aim to enable Sudan maintain its wide sea boarders in addition to that’ the Iranian Navy industries corporation of the Iranian ministry of defense is currently working on preparing and production of various costal missile launching pads whether medium or long range missiles. It is confirmed that the new missiles system is only one of many advanced joint military projects that are implemented in the Islam Republic of Iran and Sudan with the aim to achieve self- sufficiency it worth mentioning that these costal missiles launching pads is able through unified command to detect and destroy a group of enemy targets at the same time. {the production of the modern and advanced devices that is characterized by accuracy and destructive power will strengthen the presence of the Sudanese forces at the coats and the seas morden to defend Sudan. We allocated many sites for the execution of this project outside the big cities to keep them away from the reach of espionage. We formed a joint operation room with the popular security’ for the purpose of camouflage requirements I, request that’ this should not be spoken about in the media. We deployed the experts and the work is going on.
9-LT-GEN – Al-rashid Fagiri:
-today the security situation in the country is better compared to last year. The dialogue initiative had confused us and we could not implement our plans. We had loose the security grip and kept the reports without taking action on the information they reveal because our’ was to give room for the achievement of consensus. But unfortunately it was the contrary they thought the dialogue will cause the government to collapse and the come to rule. Accordingly’ we should follow the activities of the cadres of each party on daily basis, because these parties activities changed into real threat so we are going to use two ways to deal with them. first divisions style’ second involve their active cadres in criminal cases in addition to rumors’ plus distortion of image’ regarding the SPLM abroad’ we have 5 cenarios to dismantle it’ and we started earlier by implanting many cadres in their offices abroad with concentration on the tribal’ religious and ideological sides the plan was approved by the executive office of the Islamic movement and arranged by the NISS’ military mi the plan is studied very well and the implementation will take place step by step.
-The use of legal measures will contribute in the dismantling because one started it will create vaccum in positions within the party then we encourage them to compete and we push the competition out of context and track using the media and hear say.
-Some time earlier we recruited man detainees using various means. Once upon a time we heard that Yasir {Arman} claimed to have detainees released from prison. So Yasir was having underground activities, but he doesn’t know that we pre-empted him in recruitment. So many of those cadres are now with them, but they have contact with us since Abdalbagi Garfa came, we recruited many of them because their financial situation is bad. Our concentration currently is on south Kordofan and through our NGOS we are working with the civilians who are liberated from the rebellion these ones constitue a source of great and raliable information that is useful. We learned from them the movement of the enemy’ the type of mobilization’ the presence of the Darfurian movements. We encouraged many of them to contact their relatives in order to know their where about. Our coverage is continuous under various covers and titles including the majority of the social activities starting from the societies committees all over the towns of Sudan with concentration on Khartoum in every quarter and who is who. His job’ political activity original home with special attention to people who hail from areas with active rebellion and whether they have contact with the rebels through highly sophistical and accurate divices in addition to our ability to cover all the meetings of the parties in a comprehensive manner even the person to per-on chatting between them through our qualified cadres who are selected annually from different corporations to play roles that are difficult for a commoner to do.
10- DR- Mohammed Hisen Abu-salih:
From what I, heard it is clear that we are now in a war situation, one is open war, the other is under covert. It is connected to certain countries’ agendas of other interests. Accordingly, and as a ruling party we have to carry many tasks and play many roles at the same time. The major part is connected to security and little of it is political. We should prepare the State and party organs over and covert to rise to the level of the challenges and adopt forein policy that cover the events and cope up witht the new developments from the perspective of the collective mind of the West, and the work to build our economy on the basis of self-reliance principle that depend on the resources we have. We should declare general mobilization among the people and alert the supporters and the party cadres with the dangers expected. In addition to the periodic revision on the operation theatre to know about the enemy moral and capabilities in case there are new weapons used by the enemy. On top we must infiltrate the enemy rank and file in a direct manner, putting in mind the necessity to make maximum use of the events taking place in the Republic of South Sudan. We must prevent the flow of supplies whether it is food, medicines through individuals or organizations, in addition to the full destruction of the stores in addition to bombardment of their weapons stores.The recruitment of the sons of the war areas to the RSF because they know the terrain in those areas. Let us develop plans and strategies that suit the requirements of this stage. We should impose the will of the State by force and the law, in addition to development of weapons industries to achieve self-sufficiency taking into account the necessity to secure the weapons in underground stores to safe-guard it from any external hostility.
- Dr. Amin Hasan Omer:
I, commend the speaker’s ideas. We have strategic relation with Justice and Liberation Movement, and our relation with AL- Tijani Sese and Bahar Abu-Garda goes back to date before the signing of the agreement. They used to come to Khartoum before signing the agreement. Even the decision of Abu-Garda to go to the ICC was done with our consent and agreement between us. We shall dismantle the Darfurian movements in order to compete with them in the future. We are going to integrate the movements who signed in one political party under the chairmanship of Sese and Abu-Garda to give strength to the elections. We asked them to nominate a person to contest to the Presidency in order to give imptus to the elections. This si because they have the legitimacy emanated from the agreement. Then our partnership with them will continue after the elections. This is because we are sticking on Doha Forum. Any other movement must come under the leadership of our allies.
- Dr. Al-Fatih Izzadiin:
It has become a necessity to increase the sources and channels of information. Let us all concentrate on getting information from the enemy and their intentions in order to be able to take sound decisions. Even in the Legilative work we need information. I, have to disclose to you that, the legislation committee had submitted the names of Dr. Ghazi Salah and his wife Dr. Samiya Habbani, Dr. Fadhlalla and Musa Hilal with a recommendation to dismiss them from the Parliament with the pretext that, they were absent for a full session or forming a separate political parties, but I, refused to submit the recommendation to the previous assembly to dismiss them due to information I, got that, they are repenting and it was expressed in a chat with close people to them. Regarding Musa Hilal and according to our agents who are staying with him is looking for reconciliation with the NCP. Concerning Musa contacts with the SRF, it is taking place under our eyes and ears.
We are now going for the elections. We are going to pass the electoral law. We know the parties that are going to contest the elections are many. We are going to leave those parties who are interested in the transitional government to wait.
- Lt. Gen. Yahya Mohammed Kheer:
The strategy of the government and the party is to crush the rebellion within this year, and as executive body we have our own considerations. The crushing of the rebellion is adopted as the strategic objective fro SAf security and political organs. And that is why, we launched the Decisive summer Campaign (phase 1&2). Then we see whether we managed to crush the rebellion by the end of the dry season or they accepted demobilization through negotiations. These are options given to them. Next year if they do not surrender we in SAF and our organs will continue with our plans and strategies.
- Lt. Gen. Siddiig Aamir:
The effort of the M.I. Committee internally and externally is directed to wipe out and destroy their strong holds of the rebellion in the two areas and expel them from the areas they enjoy active presence with the International and Regional Organizations military support, food and medicines to them through foreign NGOs and missionaries. Those NGOs enter and leave the two areas freely without information to the government. That assistance to the rebellion is prolonging the war and led to the intransigence in the negotiations. In Blue Nile, the presence of the rebellion is limited to a narrow belt along the border only in Ulu, Mufo, Shali and Yabus, where the threat from them is less. But in South Kordofan it constitute the strong hold for all the armed movements, has become a source of continuous threat. They occupy important areas. These are Heban and Um-Doreen Counties. If you entered Atmur and Hamra then it will be possible to liberate the whole Um-Doreen County plus Buram county and part of Dallami County like Tunguli, Mardees and Dare. We should concentrate on the ranges of the mid-mountains. The most strategic positions are Atmur, Hamra and Um-Sirdibba in order to control the border and enemy stores and equipment’s. We must clean Buram County, Tees, Buram, Al-Dar, Anggolo and Tarogi. We have different options to choose among them in order to enter Kauda. 1,-Through Ngarto, Mandi, Talodi from the South. 2- Gadiir, Tusi, Al-Kuk, Kalkada. 3- Um- Diheliib, Mihela, timbera, Tajura. 4- Al-Gidel, Al-Farish 5- Al-Azrag, Konjo from the west. 6- Al-Dandoor, Agab, Abri, Heban from the north. 8- Dallami, Heban also from the north. We are doing all this work benefiting from the information provided by the sons of the area. We also got from them information about all defenses of the rebels. Before we start Kauda battle we must ensure the destruction of the two thirds of the rebel’s manpower, and their armament. And we prepare forces necessary for six routes of advance with heavy air force bombardment and cover. This is the objective for consultation and use of all the information to achieve it. We are going to hold a meeting with the peace High Committee of South Kordofan and it is composed from the sons of the mountains, some of them were former rebels. We shall evaluate after that.
- Dr. Al-Mu-iz Frug:
The attempt to re-unite the SPLM in the South fails. And the balance of forces is tilting to our side. Sudan has strong card to use in order to force its’ will on the South, due to change in the Regional and International politics and the loss of Juba to the support of the International community support plus the in-effective-ness of Salva Kiir sector. According to my experience with them, in the political and security committee between the two countries I, found that, they lack experience, but still they think they are clever. The control of the border constitutes the end of the rebellion, let us use cards in our hands today against them. These cards may prove useful tomorrow also.
- 1st. Lt. Gen. Hashim Abdalla Mohammed Hasan:
SAf is respected institution, but today, it is subjected to criticism when it makes any attempt to react to the rebellion attacks by the political parties who intervenes in the affairs of SAF by calling SAF to stop the war on the rebellion, while it is none of its’ business. Sometimes they say RSF is not an organized force, and there are foreigners and mercenaries in it. That is ok. But these parties themselves are agents who are paid by the Embassies of foreign countries with the aim to destroy the country. They spread rumors that the army, security and police officers are dismissed and they are affiliates of so and so, or another, meanwhile it is just imaginary thinking. No body other than the NCP is qualified to rule this country and we will not allow any enemy agent or mercenary to rule this country. The criticism directed to the RSF resembles the one directed to the PDF during the 1990s. But both of them are supportive forces to SAF. The intention of the parties is to criticize the NISS and not RSF, because they found it very difficult to infiltrate the NISS. And the NISS destroyed all the traitors and enemy agents. We still have many security organs that, they never heard of them or know something about them. We managed to identify our enemies when they criticized the RSF, but all these organs are part of the fighting forces and they fall under the unified command and the joint defense council. The orders to all these forces are issued after consultation and regarding those people who criticize the security forces, we use the law against them. They will be surprised when we declare the formation of the Reserve Forces. All of us agree to reject the formation of the transitional government or any negotiation in regard to the armed forces, and all its formations. The rebel forces must be demobilized according to the armed forces regulations. We have learned from the experience of Naivasha and will not allow that to repeat it-self. Today we signed agreement with Ethiopia, Libya, Tchad and Central Africa despite its problems. Our commanders are busy visiting the various units with the aim to boost the morale of the RSF. Lt. Gen. Ahmed Annur went to South Kordofan, the Minister of Defense is in a tour to Darfur States. These visits are welcomed and left positive impact on the forces. The victories are recorded daily and we are determined to crush the rebellion for good.
- Lt. Gen. Mulah Ismail Birema Abdal-Samad:
Thanks to the Iranian cooperation which increased the capacity of our air-forces to one thousand strikes, plus reconnaissance and local maintenance and manufacturing of planes by Sudanese expertise. We are able to hit all the rebellion strong holds and even we can crush them completely. The problem is that, the rebels are using the civilians as human shields. We are trying our best not to harm the civilians.
- Recommendations:
- Continuation of the DSC to the end.
- Target the rebels HQs. In Kauda and Yabus and any other site.
- Charge anybody who talk about the RSF.
- Continuation of the training of the RSF.
- Rejection of any talk about the partisanship of SAF and the NISS.
- Reject any dialogue or negotiations that may lead to formation of transitional government.
- Make all the necessary preparations for the capture of Kauda and Buram Counties as strategic objectives.
- Maintenance of security and military cooperation with Iran.
- Direct all the loans from Qatar and Iran to finance the military Industries.
- Demobilization of the forces is a necessity in any agreement with whatever rebels.
- The specialized security organs committee is required to integrate Darfur movements in one political party.
- Use of the forces of the movements who signed agreements in the war against the rebellion.
- Use of information obtained from civilians liberated from the rebellion.
- Follow the situation in Libya closely.
- Holding of the meetings of the security committee should continue to follow the incoming reports from various stations.
- Holding the elections as scheduled, secure ir and detect those who stand against the elections.
- Rejection of any agreement that resembles Naivasha or any partnership with the rebels in the two areas.
- The SPLM is an outlaw and should not be allowed to operate as a political party or participate in the national dialogue until they surrender their guns to the State and declare that openly.
