Are these Khartoum’s new Islamist allies in Libya, leading some of the 21 Egyptian Coptic Christians to their beheadings?

Khartoum officials boast in a meeting of July 1, 2014 that they are assisting and helping to create an Islamist movement in Libya.  Radical Islamists in Libya yesterday beheaded 21 Egyptian Coptic Christians on 15 February 2015.  At the July 1 meeting, President Omar al-Bashir declared:

“It is clear that the Islamists [in Libya—the movement know as Libya Dawn—ER] will win in Libya because of the substantial support from Qatar and Iran, as you know. Today the Libyans [of Libya Dawn—ER] have joined forces with us, and we are supporting them with armaments and intelligence.”

The relationship between ISIS and Libya Dawn is unclear at this point.
