Architects of the Darfur Genocide: President Omar al-Bashir and Defense Minister Abdel Rahim Mohamed Hussein.  Both have been indicted by the International Criminal Court for massive crimes against humanity; al-Bashir has been indicted on multiple counts of genocide.  These are the men who gave Musa Hilal and the Janjaweed their orders, and continue to do so.

They and the Sudan Armed Forces, along with Military Intelligence, have completely hamstrung UNAMID—denying access, harassing, engaging in deadly attacks on UNAMID patrols, and consistently violating the terms of the February 2008 “Status of Forces Agreement” (SOFA).  Khartoum has paid no real price for any of these actions.
