The slaughter at Bentiu on April 15 – 16 may well be, as Toby Lanzer has declared, a “game-changer.” The use of “hate radio,” encouraging the killing and rape of Dinkas (and Darfuris), is too ominous an echo of Rwanda.  It is doubtful rebel forces have command-and-control adequate to prevent future such atrocities.
